Women's Shelter Association is a non-profit organization. The founding meeting was held on June 2, 1982. It was decided to open a shelter for women who could not live at home due to violence, and on December 6 of the same year, the Women's Shelter was opened. The Women's Shelter Association was initially a grassroots organization, but in 1995 that arrangement was abandoned and a formal organization was formed. In 2010, a non-profit organization was established to own the Women's Shelter, but the operation of the shelter remained unchanged.
The association's board consists of five members and two alternates. The board is elected at the association's annual general meeting, which is held in April each year. Fundamental changes to the association's operations are also approved at that meeting. Board meetings are held monthly, but more often if deemed necessary. The board is responsible for the organization's operations as a whole, makes major decisions, and drafts the work of the executive team.
